Yes, I recommend to read to your child no matter what. Hearing language, expression, and fluency is valuable even if your child is not sitting and watching you.
You can also try to read to your toddler during meal times while he/she is eating and already sitting.
You can try books that are of familiar songs and rhyming so that your child can learn the words.
You can also try books with interactive pictures so that your child wants to feel the pages.
You can try books with limited words so that you child can tell you the story by looking at the pictures.
But even if your child is running around the room, he/she is still hearing some of what you say and some is still good. I do not think you need to force him/her to sit while you read because you need to keep reading fun.
